听力原文: The governors of 45 states agreed Sunday to develop common measures for establis
hing high school graduation rates, a step they said will help achieve their larger goal of making high school rigorous enough to help prepare students for an increasingly competitive global economy.

The agreement aims to replace a hodgepodge of measuring systems with a uniform. standard that will allow parents, students, educators and politicians to compare state graduation rates. Virginia Gov. Mark R. Warner(D) , the outgoing chairman of the National Governors Association, said that with uniform. data on graduation rates and eventually dropout rates, states will have tools to help them track and target efforts to push all students to graduate from high school.

Education experts say a key predictor of whether students eventually will graduate from college is not race or economic circumstances but whether they completed a rigorous course of study in high school. Warner has used his year as NGA chairman to spearhead the initiative to raise awareness of the weaknesses of U. S. high schools and establish higher standards and more difficult curricula.

Governors reiterated Sunday their belief that global competitiveness has left U.S. students in a precarious position, with an economy that demands greater skills but a high school system still designed for the old economy.

What is the main topic of this news?

A.A uniform. standard on graduation rates.

B.A global economy.

C.The reform. of the current high school system.

D.The National Governors Association.

Why in an age of advanced technology, should so many people still cling to an ancient belief? In part it must be because astrology--claims to tell us something about ourselves, and all of us are interested in ourselves. I think it is because astrology is presented as if it were a science by its modern practitioner, and many people are misled by this.

In fact, astrology was never a science. It was not a hypothesis or theory developed to describe natural phenomena, and until fairly recent times, there was not attempt to test or verify its predictions. Astrology began approximately three thousand years ago in Babylonia; it was applied to monarchs and kingdoms, but not to individuals. It spread in the 6th century BC as far as India, where it flourishes today. The Egyptians, meanwhile, developed their own kind of astrology. But the astrology now practiced in Europe and America is that developed by the Greeks, who synthesized the ideas of the Babylonians and Egyptians and enriched them with concepts from their own fertile imaginations. The Greeks believed that the earth was composed of four elements, and the heavens of a perfect crystalline material. The planets themselves were variously thought to be gods, residences of gods, or at least manifestations of gods. The gods were immortal, but otherwise had the same attributes of anger, happiness, jealousy, rage and pleasure as we do. Now if what the gods' thought was capricious (变化无常的), at least the planets were predictable in their movements. Because our own lot in life is so unpredictable, it must be purely at the mercy of gods. But if the gods are the planets, or somehow associated with them, then we have only to learn the rules of the motions of the planets to understand the whims of the gods and how they shape our own lives. So the belief developed that each of our lives is preordained by the precise configuration of the planets in the sky at the time of our birth.

Astrology could not, of course, have seemed as incredible to the ancients as it does to us. The role of the sun influencing our daily and yearly lives is obvious; it was a natural extension to attribute other powers to the other planets as well. It wasn't until the time of Newton that we understood that the laws of Nature apply to the celestial worlds as well as to the terrestrial one. During antiquity, however, all great scholars believed in astrology.

Many people are misled by astrology because it is presented by the practitioners as ______.

A.a theory that can describe natural phenomena

B.a magical key to understanding themselves

C.an ancient belief that had long been applied to monarchs

D.a mysterious power beyond the explanation of science

Part B

Directions: The following paragraphs are given in a wrong order. For Questions 41—45, you are required to reorganize these paragraphs into a coherent article by choosing from the list A - G to fill in each numbered box. The first and the last paragraphs have been placed for you in Boxes. Mark your answers on ANSWER SHEET 1. (10 points)

[A] These issues cut right across traditional religious dogma. Many people cling to the belief that the origin of life required a unique divine act. But ff life on Earth is not unique, the case for a miraculous origin would be undermined. The discovery of even a humble bacterium on Mars, if it could be shown to have arisen independently from Earth life would support the view that life emerges naturally.

[B] Contrary to popular belief, speculation that we are not alone in the universe is as old as philosophy itself. The essential steps in the reasoning were based on the atomic theory of the ancient Greek philosopher Democritus. First, the laws of nature are universal. Second, there is nothing special or privileged about Earth. Finally, if something is possible, nature tends to make it happen. Philosophy is one thing, filling in the physical details is another. Although astronomers increasingly suspect that bio-friendly planets may be abundant in the universe, the chemical steps leading to life remain largely mysterious.

[C] There is, however, a contrary view-one that is gaining strength and directly challenges orthodox biology. It is that complexity can emerge spontaneously through a process of self-organization, ff matter and energy have an inbuilt tendency to amplify and channel organized complexity, the odds against the formation of life and the subsequent evolution of intelligence could be drastically shortened. The relevance of self- organization to biology remains hotly debated. It suggests, however, that although the universe as a whole may be dying, an opposite, progressive trend may also exist as a fundamental property of nature. The emergence of extraterrestrial life, particularly-intelligent life, is a key test for these rival paradigms.

[D] Similar reasoning applies to evolution. According to the orthodox view, Darwinian selection is utterly blind. Any impression that the transition from microbes to man represents progress is pure chauvinism of our part. The path of evolution is merely a random walk through the realm of possibilities. If this is right, there can be no directionality, no innate drive forward; in particular, no push toward consciousness and intelligence. Should Earth be struck by an asteroid, destroying all higher life -forms, intelligent beings, still less humanoids, would almost certainly not arise next time around.

[E] Traditionally, biologists believed that life is a freak-the result of a zillion - to - on& accidental concatenation of molecules. It follows that the likelihood of its happening again elsewhere in the cosmos is infinitesimal. This viewpoint de- rives from the second law of thermodynamics, which predicts that the universe is dying - slowly and inexorably degenerating toward a state of total chaos. Life stumbles across this trend only because it is a pure statistical luck.

[F] Historically, the Roman Catholic church regarded any discussion of alien life as heresy. Speculating about other inhabited worlds was one reason philosopher Giordano Bruno was burned at the stake in 1600. Belief that mankind has-a special relationship with God is central to the monotheistic religions. The existence of alien beings, especially if they were further advanced than humans intellectually and spiritually, would disrupt this cozy view.

[G] The discovery of life beyond earth would transform. not only our science but also our religions, our belief systems and our entire world view. For in a sense, the search for extraterrestrial life is really a search for ourselves - who we are and what our place is in the grand sweep of the cosmos.

RCH, an international hotel group with a very strong brand image has recently taken over TDM, an educational institution based in Western Europe. RCH has a very good reputation for improving the profitability of its business units and prides itself on its customer focus. The CEO of RCH was recently quoted as saying ‘our success is built on happy customers: we give them what they want’. RCH continually conducts market and customer research and uses the results of these researches to inform both its operational and longer term strategies. TDM is well-established and has always traded profitably. It offers a variety of courses including degrees both at Bachelor and Masters levels and courses aimed at professional qualifications. TDM has never seen the need for market and customer research as it has always achieved its sales targets. Its students consistently achieve passes on a par with the national average. TDM has always had the largest market share in its sector even though new entrants continually enter the market. TDM has a good reputation and has not felt the need to invest significantly in marketing activities. In recent years, TDM has experienced an increasing rate of employee turnover. RCH has developed a sophisticated set of Critical Success Factors which is integrated into its real time information system. RCH’s rationale for the take over of TDM was the belief that it could export its customer focus and control system, based on Critical success Factors, to TDM. RCH believed that this would transform TDM’s performance and increase the wealth of RCH’s shareholders. Required: identify four Critical Success Factors which would be appropriate to use for TDM. Recommend, with reasons, two Key Performance Indicators to support each of the four Critical Success Factors you have identified.

Evangelical Christians, buoyed by the re-election of President Bush, are turning American
schools into a battleground over whether evolution explains the origins of life or whether nature was designed by an all-powerful force. In at least 18 states, campaigns have begun to make public schools teach "intelligent design" --a theory that nature is so complex it could only have been created by design——alongside Charles Darwin's theory of evolution.

"It's pretty clear that there is a religious movement behind intelligent design," said Steve Case, chairman of the Science Standards Committee, a group of educators that advises the Kansas Board of Education. The board will decide later this year whether to include intelligent design in biology classes.

Some scientists who espouse the theory say intelligent design does not question that evolution occurred, but how it occurred: They believe more was at play than random mutation and natural se-lection. The theory, they insist, does not support the religious concept of a creator. Those who advocate giving it equal treatment in schools have a different interpretation. "Intelligent design pro-motes a rational basis for belief in God," said John Calvert, managing director of the Kansas-based advocacy group Intelligent Design Network Inc.

Americans' resistance to evolution is nothing new.

In 1925, Tennessee high school biology teacher John Scopes was prosecuted for teaching evolution in violation of a state law favoring creationism, in one of the most celebrated trials in U. S. history. Scopes was convicted and fined $100, but the Tennessee Supreme Court overturned the verdict on a technicality.

Critics, civil-liberties groups and many biology teachers see intelligent design being used as a version of creationism--the theory that God created the world as described in Genesis. The U. S. Supreme Court barred public school teaching of creationism in the 1980s for violating the separation of church and state.

They say the push for intelligent design in America's schools comes from evangelical Christians, a group key to Bush winning a second term last November.

We can infer from the passage that Intelligence Design is _______.

A.open only to boy students.

B.a religious movement.

C.an explanation about the origin of the earth.

D.a theory that nature is created by design.
