to a single charge of securities fraud under a plea bargain. It's thought the deal could lead to the accountant Richard Causey giving vital evidence against the company's founder Kenneth Lay and the former Chief Executive Jeffrey Skilling. Enron was one of the ten biggest companies in the United States before its collapse 4 years ago. people feel that these illegal drugs are harmful and people should be prevented from getting hold of them in any way at all, because of the damage they can do. What do you feel about this?

W: Oh, yes, you... you've got to have some sort of control, because it has been proved that these, some of these things, can do irreparable damage, and I know a horrible story about a 16-year-old kid who is in mental hospital now. She went to a party and she took something there and now she's convinced she's an orange and she won't go out of the room for fear somebody's going to squash her.

W: Well, as regards cannabis (大麻)... um... I think as yet little is known about it. I think it may be a rash thing to legalize it now when so little is known, but it must he said that no positive harm has been proved.

M: In view of hostility towards the so-called illegal drugs in things like newspapers and television, why do so many young people take drugs?

W: Well, I think there are many reasons. One of the reasons is because of hostility. It's the job of the younger generation to reject all the values of the older generation, and it's just as well for human society that this is so, be cause otherwise we would never change it or make it better.

Russian lawmakers voted overwhelmingly yesterday to reject the appointment of Viktor Chernomyrdin as prime minister despite warnings that the country was on the verge of political and economic collapse.

The Duma, the lower chamber of parliament, voted after more than three hours of bitter debate not to confirm Chernomyrdin. Hard-line delegates called for President Boris Yeltsin's resignation.

Chernomyrdin pleaded before the vote with lawmakers to approve the formation of a government to tackle the country's crisis that has seen the collapse of the stock market and the devaluation of the currency. The acting premier, who needed 226 votes for confirmation, watched glumly as the Duma voted not to confirm him.

More than 160 bank chiefs jailed by Nigeria's military regime have gone on hunger strike to protest against their ongoing detention without trial, reports here said yesterday. Eighty-five jailed bank chiefs refused food. On Sunday at their detention center in Lagos, said the privately-owned Post Express and state-owned Daily Times newspapers.

The death toll from the crash of a Cuban aircraft at Ecuador's Quito airport rose to 80 Sunday as aviation experts searched the wreckage in the hope of pinning down the cause of the accident.

Indonesian troops threatened to fire rubber bullets yesterday at hundreds of looters attacking houses owned by ethnic Chinese in the central Java town of Cilacap. "Piloting has rocked the town in recent days. Violence, not looting, has abated in the town." A military official said.

"Basically, the situation is getting better. There is no violence today, but hundreds of jobless people are still continuing to loot a number of ethnic Chinese fishermen's houses," Colonel M. Noer Muis told reporters.

"We are going to take action against the robbers, with rubber bullets if necessary. Police detained 27 people in the town in recent days. " Muis said.

听力原文: A three-year-old Brooklyn girl who suffered a skull fracture and was so malnourished that court papers described her as "skin and bones" died yesterday morning.

Before the child died, her parents were arrested on abuse charges, but now they could face more serious charges. Officials said yesterday that a grand jury would begin this week to weigh charges against her parents in the death.

The girl's mother initially told detectives that the child was not hers and that she had recently been smuggled into the United States from Mexico, where she suffered the injuries, the police said. But the mother has since admitted that she withheld food from the girl, Edith Gonzalez, as punishment, a senior law enforcement official said.

The woman, who also gave the police a false name and address when she was arrested late Monday, was arraigned yesterday on charges of endangering the welfare of a child, a felony, and reckless endangerment, a misdemeanor. Her boyfriend, the child's father, was arrested late Tuesday and arraigned yesterday on the same charges. Both pleaded not guilty and were held without bail.

At the two arraignments yesterday, in Brooklyn Criminal Court, and in interviews with investigators and neighbors, a picture began to emerge of a household where abuse of the little girl seemed more the rule rather than the exception.

Punishment, as the child's mother and father put it in statements to the police and prosecutors, was not limited to withholding food and beatings— he said he beat her with his fists, a belt and a cable and that the child's mother struck the three-year-old with a cable, according to court papers and the law enforcement official. The mother also admitted that she sometimes plunged the child into a tub filled with ice water, the official said.

The mother, now identified as Tania Cabrera, 23, first told the police that her name was Patricia Aguirre and that she was 25 years old.

Ms. Cabrera, in her statements to the police and prosecutors, detailed instances of abuse in the home that the couple share on George Street in Bushwick, Brooklyn, with their daughter and Ms. Cabrera's five-year-old boy with another man, the official said. She said her boyfriend, Edison Gonzalez, 19, favored Edith over the boy, Javier, prompting arguments, and Ms. Cabrera said she eventually took out her frustration on the girl, the official said. Ms. Cabrera also said Mr. Gonzalez would drink and become abusive.

It remained unclear yesterday exactly how the little girl suffered the skull fracture and cerebral bruising that were among her most serious injuries, but the criminal complaints charging Ms. Cabrera said that the child had seizures on both Sunday and Monday, and that on the second day, the child fell from a chair, striking her head.

An autopsy to determine the cause of death, which will in some measure determine whether more serious charges are brought, will be performed today, officials said.

Lesley Oh yes, you've got to have some sort of control, because it has been proved that these, some of these things, can do irreparable damage, and I know a horrible story about a kiddie who's in an insane asylum now who, I don't know what she took, but she was at a party and it was the thing to do and she took something and now she's convinced she's an orange and she won't go out of the room for fear somebody's going to squash her. Now this was a sixteen-year-old kid, I mean, you know, I think it's a damn shame and also a great waste of a young fife, because the…life has got nothing for that kid now and she's going to be a problem to the state and everybody else for as long as she lives.

Matthew Geth, how widespread is the use of the so-called illegal drugs in England?

Geth Er…a recent survey estimated that four million people in the country have tried cannabis, so I suppose it's quite widespread.

Matthew Aha…um…do you think that this constitutes some sort of problem to society, or do you think that it should be legalized and made as acceptable as smoking tobacco?

Geth Well, as regards cannabis, I think as yet little is known about it, I think it may be a rash thing to legalize it now when so little is known, but it must be said that… um… no positive harm has been proved.

Matthew But some people might say that alcohol is very much an unknown quantity, and yet it's been legal for many, many years.

Geth Yea, well, in fact, a…alcohol isn't really an unknown…unknown quantity in that it's known to…urn…cause physical damage after long use, and perhaps even after short use…er… It's said also of tobacco er…of course it's been proved that tobacco can give rise to lung cancer…um…heart disease, all sorts of other things and it's often said in support of legalization that while…um…alcohol and tobacco are legal…um…cannabis isn't wh…while no harm has been proved.

Matthew Aha, in view of the hostility towards the so-called illegal drugs in things like newspapers and on the television and certainly in parental terms, why do so many young people take drugs?

Alan Well, I think there are almost as many reasons as there are people. One of the reasons is because of the hostility. It's the job of the younger generation to reject all the values of the older generation, and it's just as well for human society that this is so, because otherwise we would never change it and make it better. But that's a very superficial answer…Some people take drugs for personality reasons, if you like they feel inadequate, they feel unable to cope, they discover that in drugs they can escape themselves. Such people might turn to alcohol for example, and I think that almost any alcoholic is going to be a person with a personality problem. If a person who took alcohol for that reason were to take LSD though, he would have a nasty shock, because LSD is a very different kind of drug. It doesn't help you to escape from yourself but in fact makes you face right up to yourself and…if somebody isn't aware of the difference between drugs, they can get themselves into serious trouble in that w
