Space Travel in the Future
Space flight may be about to undergo a transformation far more radical than anything planned by national or international space agencies. In the next fifteen years or so, there could be a fleet of fifty space-planes carrying a million people into orbit about the Earth each year, at $10,000 per head. A prototype of space plane could be up and flying within five or six years.
Perhaps surprisingly the main obstacles to realizing this dream are neither technical nor commercial. Space transportation is expensive and risky at present because all launchers so far have used large throw-away components that are based on ballistic missile technology. But the technology already exists for a prototype of a fully reusable, aero-plane-like launcher, and its development costs need only be equivalent to about two space shuttle flights(about $1,000 million). The cost per prototype space-plane flight would be about 1 percent of the cost in the space shuttle.
Costs that low will not be achieved without several years of operating experience and continuous development to create heat shields and rocket motors that meet the usual airliner standards of long life and low maintenance costs. According to recent market research in Japan, more than a million people a year would be prepared to pay such a price for a brief visit to a space station. If correct, this level of space tourism would provide the sort of commercial incentive and operating experience needed to achieve airliner standard.
However, space policy is so dominated by politics that more than sound engineering and commercial arguments will be needed to transform. a high-cost industry into a low-cost one. Many aviation engineers in 1961, was as a member of a space-planes to be feasible over thirty yeas ago. (My first job, starting in 1961, was as a member of a space-plane design team.) They were not developed primarily because the main player in the filed, NASA, because preoccupied with its part in the Cold War and locked into a ballistic missile mindset. As a result, NASA has not encouraged studies of space-planes that could be built using existing technology and tends to view predictions such as those outlined above as far-fetched.
How then can the transformation be brought about？ Four recent events should between them trigger the required overthrow of the mindset. The first components have been manufactured for the International Space Station and NASA, in conjunction with the Space Transportation Association, has begun the first official study the Orbital Science Corporation and the Rockwell International Corporation, for development of the X-34 launcher.
The X-34 has a reusable lower stage and an expendable upper stage, and is designed to reduce the cost of launching small satellites. Unpiloted and looking rather like a large, fat fighter aero-plane, it is launched from a converted Boeing 747. Having released the upper stage at about one half satellite speed, the rocket -powered lower stage glides back to base and lands. Following inspection, maintenance and refueling, the lower stage will be ready for the next flight a few days later. The first orbital test flight is scheduled for just two and a half years from now. In April 1995, NASA places competitive study con- tracts with Lockheed, McDonnell Douglas and Rockwell for the X-33 demonstrator, which is tended to lead to an unpiloted single-stage-to-orbit launcher.
When the implications of such projects become widely appreciated, the case for a new and realistic way ahead for space will become overwhelming. While the X-34 cannot be described as a true space- plane, since it has an expendable upper stage, if it is successful it will provide unassailable evidence for the feasibility of a true space-plane. Today's America is dotted with prisons recently built either as private profit-making companies or by governments as "economic-development enterprises". Since December, North Carolina has signed two contracts in Rhode Island, one for housing 75 convicts at the Adult Correctional Institution in Cranston, the other for 230 at the Detention Facility Corporation in Central Falls. It has another contract for 240 convicts with the town of Hinton, Oklahoma, and the Hinton Economic Development authority, and it is negotiating a deal with a private prison near Memphis, Tennessee.
The exporting of prisoners, says Franklin Freeman, head of the state's Department of Correction, "is accomplishing our purpose that is, to get more space quickly." This dates back to an agreement the state made in 1988, to settle a federal court suit brought by inmates who complained that North Carolina's prisons were so crowded as to be unconstitutionally inhumane. The state which had been stacking prisoners into three-tier banks, agreed to provide dormitories with 50 square feet per inmate.
But this meant keeping the prison population below a total of 21,400 by releasing on parole any number in excess of that. Over the past seven years the average time served by North Carolina's prisoners has dropped from 40% of the original sentences to 18.5%. Since June, 42 people on parole have been charged with murder. All this has led to the policy of exporting prisoners, as well as to a zealous attempt to reduce the amount of crime in the state.
Governor Hunt has summoned the legislature into special session to consider his 36-point anti-crime plan, which ranges from more activity after school for adolescents, to stop them getting into trouble on the streets, to stiffer penalties for serious offenders. A new sentencing scheme is already designed, from next year, to provide longer sentences for major crimes. But this. of course, does not thin out the prison population. North Carolina expects to expand its prison capacity to 26,200 by 1996. Meanwhile Michael Easley, the attorney-general, has asked the federal courts to let him cut the prisoners' space ration to 35 square feet apiece, which would give room for an extra 4,000 inmates.
The export policy is expensive, it costs North Carolina more to send convicts to other states than to house them in its own prisons. It pays just under $71 a prisoner a day for those at Central Falls in Rhode island, compared with $64 for its own medium-security inmates and $47 for its minimum-security ones. Only those two categories are transported, not the most hardened criminals. Even so, there are jitters in Rhode Island. Ten troublemakers have just been sent back from Central Falls.

Why has it turned out better than expected？ Two broad explanations might be ventured. The first explanation is simply the globalization of market forces. An increasing proportion of economic activity is being governed by the market. In the space of only 15 years, some large command economies have undergone economic reform. and become market economies. All this has unleashed a dynamic for growth that remains very strong, especially in China, India and Russia.
However, the second explanation is not so reassuring. We realize that growth over the past few years has been brought about in no small measure by, very expansionary macroeconomic policies. These have included massive fiscal stimulus in the United States, policy interest rates in the major countries held at or near postwar lows for some time, and an unprecedented amount of foreign exchange intervention by monetary authorities in Asia. Unlike structural reforms, the effects of such policy stimulus are only temporary, and the current stance of policies cannot continue indefinitely.
I think we need to take some effective measures to ensure the stable growth of the world economy. Evidence accumulates that macroeconomic policies will need to be tightened. Without putting what has been achieved at risk, of course. Fiscal policy, monetary policy and exchange rate policy ail need to be considered in this light.
Let me start with the industrial world. The US government budget, which was in surplus to the equivalent of 1% of GDP in 2000, is likely to register a deficit 9f 5% of GDP this year, a deterioration of the US fiscal position without precedent since the Second World War. Japan's general government deficit remains at around 8% of GDP. Deficits in some large economies in the euro area are also disturbing. Therefore, early action to curb such deficits is all the more important.
Although comparatively high unemployment is limiting nominal wage increases and spare capacity in manufacturing worldwide reinforces the competitive pressure on prices, there are signs that inflation is edging higher. Japan is slowly emerging from deflation. The pace of consumer price inflation in China has increased sharply in recent months, and there is evidence that prices are beginning to rise faster in some other Asian economies.
I think positively of recent macroeconomic policies that allow exchange rate to appreciate. The eventual movement in exchange rates could be more abrupt than if a greater degree of flexibility had not been allowed earlier. The expansion in domestic liquidity associated with the foreign exchange intervention policy could ultimately lead to inflation. Markets could become too dependent on the continued intervention, and could then be seriously destabilized by even a hint of a change in policy. My last word of advice is this: The stance of macroeconomic policies cannot remain as expansionary if stability is to be maintained in the medium term. We should avoid the two extremes of either putting the entire burden on exchange rates or not allowing exchange rates to move at all.
