of the Year Award given by the Washington, D. C. Chamber of Commerce. Foster was chosen from a select group of talented entrepreneurs because of the dramatic growth experienced by Charles Service under his leadership. Dissatisfied with his career at industry giant Golden Steel Corp, Foster started Charles Service out of a spare bedroom in his house in 1996. He worked on small contracts until 1999, when General Motors hired his company to computerize a region of dealerships. That contract led to others and, by the end of 2003, Charles Service's revenues exceeded $ 12 million.
