But even if the bill is passed in Congress, it still doesn't become a law until the President has a chance to review it, too. And if it's not to the President's liking, the bill can be vetoed or killed in either of two ways. One is by a veto message. The President has ten days to veto the bill by returning it to Congress, along with the message explaining why it's being rejected. The event was being covered live on television, and Americans across the country watched in astonishment as a man -- later identified as Jack Ruby, a Dallas nightclub owner -- stepped forward, drew a gun and shot Mr. Oswald at point-blank range.
An ambulance rushed Mr. Oswald to the Parkland Hospital -- the same hospital which had fought to save President Kennedy's life two days earlier -- but he died within minutes of his arrival.
