A: They are people of comparatively higher levels, consisting largely of university students, postgraduates, English workers, those who study English by themselves and lovers of English language. For example, I met some of my target readers in America and England in 1988-1989 when I visited some of the higher institutions as a visiting scholar. They were all young and promising graduate students, very kind and obliging to me. They said that they were the ardent readers of our magazine and as a result of reading it, they had not only enlarged their English vocabulary and then succeeded in getting high grades in TOEFL and GRE, but also learned a lot of knowledge from the selected materials in our magazine which assisted them to go abroad to pursue further study.

When Christopher Columbus landed on America's shores, he encountered copper-shinned people
whom he promptly called "Indians". Current estimates indicate that there were over a million Indians inhabiting North America then. There are approximately 800,000 Indians today, of whom about 250,000 live on reservations.

The early settlers had an amicable relationship with Indians, who shared their knowledge of hunting, fishing, and farming with their uninvited guests. The stereotyped stealthy, wicked Indian of modern Western movies was created by indifferent, faithless white men; the Indian was born friendly.

Disgust developed between the Indians and the settlers, whose encroachment on Indian lands provoked an era of turbulence. As early as 1745, Indian tribes joined together to drive the French off their land. The French and Indian War did not end until 1763. The Indians had succeeded in destroying many of the Western settlements. The British, superficially submissive to the Indians, promised that further migrations west would not extend beyond a specified boundary.

Evicted from their lands or, worse still, frankly ceding their property to the whites for a few baubles, Indians were ruthlessly pushed west. The battle in 1876 at Little Big Horn River in Montana, in which Sitting Bull and the Sioux tribes massacred General Custer's cavalry, caused the whites to intensify their campaign against the redmen. The battle at Wounded Knee, South Dakota, in 1890 put an end to the last vestige of hope for amity between Indians and whites.

Although the Bureau of Indian Affairs has operated since 1842, presumhbly for the purpose of guarding Indians' interests, Indians on reservations lead notoriously deprived lives. In recent times Indians have taken a militant stand and have appealed to the courts and the American people to improve their substandard living conditions.

Nowadays, a standard for measuring power has changed. These changes foretell a new standard for measuring power. No longer will a nation's political influence be based solely on the strength of its military forces. Of course, military effectiveness will remain a primary measure of power. But political influence is also closely tied to industrial competitiveness. It's often said that without its military the Soviet Union would really be a third-world nation. The new standard of power and influence that is evolving now places more emphasis on the ability of a country to compete effectively in the economic markets of the world.

America must recognize this new course of events. Our success in shaping world events over the past 40 years has been the direct result of our ability to adapt technology and to take advantage of the capabilities of our people for the purpose of maintaining peace. Our industrial prowess over most of this period was unchallenged. It is ironic that it is just this prowess that has enabled other countries to prosper and in turn to threaten our industrial leadership.

The competitiveness of America's industrial base is an issue bigger than the Department of Defense and is going to require the efforts of the major institutional forces in our society-government, industry, and education. That is not to say that the Defense Department will not be a strong force in the process because we will. But we simply cannot be, nor should we be, looked upon by others as the savior of American industry.
