It's no secret that many children would be healthier and happier with adoptive parents tha
n with the parents that nature dealt them. That's especially true of children who remain in abusive homes because the law blindly favors biological parents. It's also true of children who suffer for years in foster homes(收养孩子的家庭) because of parents who can't or won't care for them but refuse to give up custody(监护) rights.

Fourteen-year-old Kimberly Mays fits neither description, but her recent court victory could eventually help children who do. Kimberly has been the object of an angry custody battle between the man who raised her and her biological parents, with whom she has never lived. A Florida judge ruled that the teenager can remain with the only father she's ever known and that her biological parents have "no legal claim" on her.

The ruling, though it may yet be reversed, sets aside the principle that biology is the primary determinant of parentage. That's an important development, one that's long overdue.

Shortly after birth in December 1978, Kimberly Mays and another infant were mistakenly switched and sent home with the wrong parents. Kimberly's biological parents, Ernest and Regina Twigg, received a child who died of a heart disease in 1988, Medical tests showed that the child wasn't the Twiggs' own daughter, but Kimberly was, thus sparking a custody battle with Robert Mays. In 1989, the two families agreed that Mr. Mays would maintain custody with the Twiggs getting visiting rights. Those rights were ended when Mr. Mays decided that Kimberly was being harmed.

The decision to leave Kimberly with Mr. Mays rendered her suit debated. But the judge made clear that Kimberly did have standing to sue(起诉) on her own behalf. Thus he made clear that she was more than just property to be handled as adults saw fit.

Certainly, the biological link between parent and child is fundamental. But biological parents aren't always preferable to adoptive ones, and biological parentage does not convey an absolute ownership that cancels all the rights of children.

What was the primary consideration in the Florida judge's ruling?

A.The biological link.

B.The traditional practice.

C.The child's benefits.

D.The parents' feelings.

Section B

Directions: There are 2 passages in this section. Each passage is followed by some questions or unfinished statements. For each of them there are four choices marked A, B, C and D. You should decide on the best choice.

During the past 20 years, the number of mixed-raced births has increased noticeably in the United States, according to the Population Reference Bureau (PRB). Between 1968 and 1989, children born to parents of different races increased from 1% of total births to 3.4%.

U.S. Census Bureau data show that, mirroring changes in laws and attitudes from 1970 to 1991, the number of mixed-race married couples increased from 310,000 to 994,000. PRB researchers observe that this trend is taking place among all racial and ethnic groups, but the patterns for each group are distinctly different.

"Most mixed births involve one white parent, but by no means all," writes Kalish in PRB's journal, Population Today. "For example, there were nearly 5,000 births in 1989 where one parent was black and the other parent was of another race other than white."

For black and white parents, births increased from 8,700 in 1968 to 45,000 in 1989. There has also been an increase in births to Japanese and white parents, Kalish notes. In fact, there are now 39% more births to Japanese-white parents than births to Japanese-Japanese parents.

Between 1968 and 1989, Chinese-white births more than tripled (from 1,000 to over 3,800), as did births to Chinese-Chinese parents (from 4,600 to about 17,100), Kalish notes.

"With almost 97% of births occurring to parents of the same race, mixed-race births remain a small proportion of all births," says Kalish. "Still, the upward trend towards more mixed births is a sign that the social meaning of race in the United States may be undergoing subtle shifts. It suggests that forces similar to those that softened the historical isolation of European ethnic immigrants over time may now be at work making somewhat more permeable(可渗透的)the stubborn barriers of race."

Which of the following statements is true according to the passage?

A.The number of mixed-race couples decreased from 1970 to 1991.

B.There were more Chinese-white births than Chinese-Chinese births in 1989.

C.Mixed-race births remain a large proportion of all births in the United States.

D.The trend of mixed-race marriage is taking place among all racial and ethnic groups.
