By and large, governments of all persuasions, of all political persuasions in Australia ha
ve been reducing proportionately the amount of money that goes to education and many of us think that really is a great pity and shows a lack of foresight into what Australia really needs, but that nonetheless is what is happening. As a result of that many universities and schools are heavily dependent on overseas students to make up the shortfall. //I think we need to be really very careful in Australia that as this trend continues that overseas students who come to Australia not only to learn facts, but also to learn something about Australia and the Australian way of life otherwise they will have a very skewed view of what our Australia is about. Because I think it is important that if you go to an Australian university then at least you'd meet a reasonable number of Australians. //

There is a big push from many universities to recruit more and more students and more and more overseas students, but in a climate when there isn't a lot of money for further strengthening of education and educational methods and facilities. If we all keep trying to recruit more and more students, then the experience is going to deteriorate and my university for example has decided to cap the number of students at the university. Because we believe that if we have many more students then we won't be able to do it properly. //

There aren't many universities in the fortunate position of my own to be able to do that. And the reason why we can do it is if you take a couple of our more popular faculties to get to university, you need something which we call UAI (University of New South Wales Admission Index). To get into medicine at UNSW you need to have a pass mark of 99. 8%. To get into law and commerce you need a pass mark of 97.5%. Now a lot of you in this room tonight will know what I mean when I say that Chinese and Vietnamese especially value education and therefore it wouldn't be surprising to know that proportionally more Chinese and Vietnamese kids get their 99.8's and 97. 5's. //

I took a university graduation on Friday before I came up here. It was a commerce graduation and of 200 graduates, 150 were Asian. Half of those were local kids, the other half were overseas. Commerce is something that is particularly popular, particularly in Hong Kong and Singapore, but it's probably a reasonable indication of what is happening. And all I am really trying to make a point about is that if we accept money from overseas students and from overseas families, then there is a responsibility that we give them the good education, the good experience. I'm not saying we don't do it, but I think what is important is that we recognize that the experience we are giving them is potentially threatened by the large numbers coming in which are not being matched by the provision of adequate resources to service them. I think it's great to take more and more students as long as we can service them properly. //

Various innovations have been introduced as ways to break off our system which forces stud
ents through a series of identical classrooms in which teachers do most of the talking and students have little opportunity to respond. Among these innovations are team teaching and teacher aides, non-graded elementary and secondary schools, independent study, curricula focused on helping students discover things for themselves rather than on trying to tell them everything, and schools designed for maximum flexibility so that students can work alone, or in small groups, or take part in large group instruction via diverse media. The aim of all these innovations is to adapt instruction more precisely to the needs of each individual student. Many people who have a strong dislike to organizing instruction scientifically and to bringing new technology into the schools and colleges fail to realize that the present system is in many respects mechanical and rigid. There is no escaping the evidence that many students themselves feel little enthusiasm and even outright hostility for the present way schools and collages are organized and instruction is handled. Many of them resent technology, but what they object to is usually technology used as a means for handling a large number of students. Or it is programming which merely reproduces conventional classroom responds and learns, reaching new plateaus from which to climb to higher levels of understanding. Technological media can store information until it is needed or wanted. They can distribute it over distances to reach the student where he happens to be. They can present the information to the student through various senses. They can give the student the opportunity to react to the material in many ways. In short, the student's opportunities for learning can be increased and enhanced by using a wide range of instructional technology. All the available resources for instruction, including the teacher, can work together to create conditions for maximum effective learning.

听力原文: Why are college students so prone to sleep deprivation? The problem often begins during the teen years. Most high school kids admit that they are often sleepy and 15 percent admit that they fall asleep in class.

Lack of sleep causes many problems, not the least of which is the difficulty it adds to learning. It's also detrimental to the immune system and motor skills. Students (and everyone else) need at least eight hours of sleep to maintain optimum health and learning capabilities. Yet, with the pressure of school, family and social life, few students are sleeping near the required amount.

College life only escalates the problem. Added to the above activities are more hours needed for studies. Some students also hold down a part time job to help defray college expenses. Some students are married and trying to support a family. Because of all these pressures there is also an increase in stress. Stress can lead to insomnia and even more lost sleep.

With the approach of finals, the problem can only grow worse. Students force themselves to stay awake to study. It's called cramming for exams, and it can eat away at sleep hours already far too meager. Too many nights of forced wakefulness can eventually lead to a ease of full-blown insomnia and other sleep abnormalities.

Criticism of research lays a significant foundation for future investigative work, but whe
n students begin their own projects, they are likely to find that the standards of validity in field work considerably more rigorous than the standards for most library research. When students are faced with the concrete problem of proof by field demonstration, they usually discover that many of the "important relationships" they may have criticized other researchers for failing to demonstrate are very elusive indeed. They will find, if they submit an outline or questionnaire to their classmates for criticism, that other students make comments similar to some they themselves any have made in discussing previously published research. For example, student researchers are likely to begin with a general question but find themselves forced to narrow its focus. They may learn that questions whose meanings seem perfectly obvious to them are not clearly understood by others, or that questions which seemed entirely objective to them appear to be highly biased to someone else.
